I had (still have) the same problem from running. The trainer at the university I attended as a freshman suggested that I use one of these splints (similar to a walking cast, as I recall) in order to slowly lengthen my heel cords and stretch my calves. I never tried it because I ended up giving up running in order to do other things. However, she sounded fairly certain that it would work. The idea that if you can stretch out your calf muscles, they will be able to take more of the stress currently being placed on your shins is one that I’ve heard more than once and sounds like it’s worth trying.
I feel your pain, hopefully you can get some relief! Good luck!
P.S. Also try massaging along your shin bones, this seemed to help me to some degree.
